What is an Item Upgrader in Pokemon Go?

Costs
Upgrades come with certain costs associated with them. The first is the upgrade itself. This cost depends on the item's new ilvl and the amount of perks it gains and can be costly. It can also be expensive to upgrade an item to a higher tier (such as Explorer > Champion or Veteran > Heroic).
The other is the cost of the materials required to upgrade. These items are typically Power Dices (dropped from monsters 21+), Minerals and Erons or a specific Mists Of Pandaria or Warlords of Draenor Quests. These materials are available in the inventory of an Upgrade Vendor.
Upgrades to an item are an intricate process that requires time. Depending on the size of the upgrade, it can take up to 8 hours. The stats that are the base of the upgraded item are calculated based on its new ilvl as well as other properties. This calculation determines the updated Armor Class bonus, damage dice, and other important statistics. A Blacksmith Blessing or an upgraded version, can be used to increase the chances of a successful upgrade. This item is useful in the event that your item or weapon is close to or has reached the top level of its tier. It will allow you to upgrade that piece of gear to the next level without worrying about it breaking.
If an upgrade fails it will be restored to its original condition. This is usually a break, but can also be an upgrade. You should save an upgrade until you're close to the maximum level of an item.
